Each of those is one organiser's rule for one contest, not Telegram's and not a general rule. What they share is the test: the organiser decides, on its own evidence, whether votes are detected as fake, and the sponsor, the promoter or the trust holds the record.

The legal position, and what is refused

Both are contest rules, not statutes, and whether payment is lawful where you live is a question for a lawyer. What a refund covers, and what it never does

Votes ordered for a poll that never appear on its count are refunded after the poll closes.
